Yeah, there is a difference and a big one:

Home phone numbers are listed in the yellow pages book,
cell phone numbers do not.

Home phone numbers start with a different prefics
than cell phone numbers so the people can recognize
if it is a cell phone or a home phone. There could be
exeptions due to portability but they are rare.
