I assume your question is, if you, by looking at the phone number, can see
if a number is a mobile number or a fixed line number.

In the US (or generally, in countries that support the North American
Dialing Plan), the answer is-- not really. As a consequence of the "mobile
station pays for both incoming and outgoing airtime" policy here, there was
no need for special identifiers or area codes for mobile phones. As a
result, they appear as "yet another switch" to the local network.

What does this mean? Every carrier, landline or mobile, has gotten a number
of prefix codes within a specific geographica area. For example,
617-484-xxxx is Verizon Fixed Network, 617-848-xxxx is Vonage, 617-331-xxxx
is T-Mobile, 617-308-xxxx is Sprint PCS, etc. So you would be able to
determine from the area code (technically called "NPA")and the next 3 digits
("NXX") which carrier is used. You can look up which carrier got originally
assign what block at this website (note that several companies have changed
name since their assignment; 617-331 is still listed as OMNIPOINT MIAMI E
LICENSE, LLC):

There is one big monkey-wrench that got thrown into this scheme: Number
Portability. Since it's now possible to take your old number with you when
you switch carriers, even from a fixed line to a mobile, etc., you can no
longer reliably look at a phone number and determine which carrier it is;
you can only determine which carrier originally gave out the number.
