I don't know if it does anything, but I have seen a few of the auctions I reported taken down and the person suspended for 30 days - a those people suspended had high feedback ratings. You can charge whatever you want for shipping charges as far as I know. It's extremely common to see some items listed for a very low price with the actual price with shipping a "normal" rate.
