Not just Samsungs. The newer Nokias are also restricted in this way. You
can't add MP3s from other content providers. T-Mobile and other carriers are
said to be losing millions in possible revenue from ringtone sites other
than their own. So to stop that they started having the phones restricted by
the manufacture to only accept content they provide. You can get around this
in most cases by having the phone flashed, which removes the T-Mobile
customizations and replaces it when a non-branded version.

will have to fiddle with again. I had made a couple 3gps and they are
excellent ringtones.    In the long run it is probably easier just to go to
one of the free midi websites and be done with it.  What gets me is my V600
used Mp3s so easily but the Samsung has that license restriction agreement
