Mary, The frustration is understandable. Some of these issues had even the T-MO Guys scratching their heads. (They are expected to know such things don't they ?)
Well Ok back to the Problem. There indeed is a PC cable made for the DCT2/DCT4 Phones. Those usually charge the phone via USB. Yes they are compatible with MobileMB as well as PC-Suit & Host of Others. Now Mobile-MB is NOT Free. But PC-Suit made by Nokia indeed is free. The 6030 takes Midi Ringtones according to Nokia. Unless you know for a fact that Mp3s can be played on this phone, I suggest you follow the route to MIDI. (Actually the MIDI format plays much better than MP3s on Nokia. Self Experience) You can not convert MP3 to MIDI by renaming. So You can use the Nokia Multimedia Program included with PC Suit for the purpose.
