I'd like to disagree on the "Zone 30" being an actual area: Here the appropriate administration does usually not set a full area (with all houses, parks etc.) as restricted but rather the individual connected streets, which means that in my mind a relation would be the approach that resembles the nature of these restrictions the most. But as you already noticed: the relation does not really make things easier, so I would rather stick to tagging the individual roads.

The only other option that comes to my mind would be something similar to tagging city limit signs: Placing a node at the zone limits on the highways (at the position where the "Zone 30" signs are in reality) and tagging them with something like "traffic_sign=maxspeed_zone_limit" and "maxspeed=30", would de facto also define the area correctly. The problem here is of course that e.g. routing services would have a hard time determining the maxspeed of enclosed streets (especially in the rare case of a route not leaving such a zone), so that is not a really suitable approach at the moment.
