I would love to have this confirmed by the makers of e.g. navigation software.
It is not clear to me whether you are a data consumer that has this
problem or whether you think they might have a problem.

From the perspective of someone consuming the data for rendering purposes, it's useful that https://www.openstreetmap.org/way/136459111 has a "sidewalk=separate" tag on it to be able to indicate at a relatively low zoom that it's got a sidewalk:

https://map.atownsend.org.uk/maps/map/map.html#zoom=15&lat=53.00974&lon=-1.44104

Zoom in to see it separately, and how it is differently tagged (in this case it has a different name to the main road):

https://map.atownsend.org.uk/maps/map/map.html#zoom=20&lat=53.0113&lon=-1.437728

Best Regards,
Andy
