I really like lead_hook - as it implies: 

- it's a hook for a leashed pet
- it's a hook for a rope, not something that can anchor a 2 ton animal
- it's a feature found in urban areas, usually not in places where you could 
safely park a horse. 

Using animal=* to differentiate this is bad. 

Having to define it as "dog" means you get into the argument about if cats or 
iguanas or tortoises or baby pigs or whatever are okay (I have seen all on a 
leash) - avoid that by differentiating it at the tag level - hitching post for 
transportation animals, lead Hook for pets you walk on a leash. 

Owners decide if it is right for their pet - two dogs may not be able to share 
the same post based on tempriment, and I don't think we should define the 
number of dogs that can safely handle one hook. 

They are two different things in two different kinds of environments with two 
intended purposes. Differentiating that with an additional tag which itslef is 
ambiguous and hard to define is Very Badâ„¢.
