with some notable exceptions (e.g. many administrative boundaries), and
maybe names in foreign languages? This is how I would interpret this thread
here, discuss whether we welcome names in languages that aren't spoken at
the place, and if yes, whether there are limits to it. We have seen that in
OSM exceptions can be made for any rule, still, most of the time we adhere
to them.
