The wiki defines bicycle=no the same as access=no, which means no
access. If you have foot=no, that means no access by foot.

How can you conclude that? bicycle=dismount was added to the wiki in
2010. Since then, the number of uses of bicycle=no has increased about
six-fold. The wiki never said that they were equivalent and never
defined them in an equivalent manner.

bicycle=no is defined in the wiki as "where bicycles are not
permitted," it does mention anything about riding or pushing. In the
same table, it does define bicycle=dismount making that distinction.
