Look at the web page announcing Tails 1.1 is out especially the sections entitled How to upgrade from ISO? and How to automatically upgrade from Tails 1.1~rc1?
In those two sections are documented commands to run prior to using the Tails Installer. Essentially, once you boot either of those earlier Tails releases, the command you run will update the Tails utilities over Tor. After the commands successfully complete, then with the new utilities you can safely use the Tails Installer to update your USB from the downloaded Tails 1.1 ISO file in the usual way.
I made the same mistake and and did as intrigeri mentioned as above.
