I had this same problem and then carefully followed the instructions pointed to below (to update the Tails installer) -- there were a slew of messages in the root terminal screen ending with one that said my Tails installer was already up to date and therefore was not updated. I went ahead and tried again to upgrade from the iso, but I again got the error msg described below. Finally, I just gave up and put the iso on a DVD and upgraded from that. That worked. If anything needs work, it is the upgrade process!
