I can't help you debugging this any further without the exact steps and
error message of your procedure.

Yes, of course. But note that this problem in the upgrade process was
due to a major change in the way Tails is started (now it supports
UEFI). It is the first time in years that the upgrade was problematic,
and we provided workarounds: the DVD upgrade worked for you.
