I don't get why you need to run `apt-get update' to do the tests I'm
asking for.

Well, once booted from a recent Tails/Jessie ISO, I see:

$ ls /lib/modules/3.16.0-4-*/updates/dkms/wl.ko 
/lib/modules/3.16.0-4-586/updates/dkms/wl.ko
/lib/modules/3.16.0-4-amd64/updates/dkms/wl.ko

So indeed it's included.

This is expected if you've not run `apt-get update' first.
But it's orthogonal to whether the module is built in, as shown above.
