I don't think thats a good solution, if you then apply it to other states, a disaster (NSW notoriously anti "free camping").

If 'camping' is 'allowed/practical' in rest areas .. then the tag highway=rest_area has the information you require?

Or do you have another solution/idea? rest_area:condition:camping=caravan ??

Tagging them as tourism=camp_site looses the rest area information, which is what they are intended for, there primary function. It also implies use by tents, and that can be deceptive.

The tag caravan=yes, as you say, would indicate access, but also use of the rest area.
