We don't have a location to run a php-based website at the moment but we do have a server available and we can install the correct tools (webserver, etc) if someone is willing to do that...?
As for the domain, just tell me where to point it and it's done. I could also just redirect welcome.osm.be to http://osmwelcome.unitedbashers.com/login.php but that's not the best solution.
