That's the licence that any current CanVec uses. So if anyone has imported from shapefiles, then yes, OGL-CA data will be in OSM. There was something on data.gc.ca a while back about OGL-CA superseding any other Federal open licence after a certain date. The Federal one does not materially differ from the UK one, though.
