IMHO sollte man das highway dann gar nicht verwenden, da highway für mich immer eine straßengebundene Bedeutung hat. Wie z.B. "highway = platform" für Busse "railway = platform" für Züge Daher sollte "footway = secondary" eigentlich ausreichen.
