Hello,
apart from logging in with your existing OSM account and “subscribing” to the 
local Estonia forum, there’s no need to interact with it from a web browser.

So actually quite similar to what you initially need to do with a mailing list 
:)

Just select “Watching” from the notification drop down
If you wish to post, just send an email to [email protected]

Now this is supposed to be for the local mappers, and others that have 
questions about Estonia. You may be right that it currently doesn’t have too 
many locals, but most of the other community forums are full of natives. E.g., 
the Norway forum has many discussions in Norwegian.

You could request closure here [1], or I can point to your message in the 
mailing list archive
