In Birmingham stops can be anything up to 200m from their actual location. They are very rarely closer than 10m to the right spot and were clearly not derived using modern surveying methods. The variability of stop position between regions is a clear indication that each authority contributed wildly differing data quality. It's one of the reasons I understand that DfT were happy for OSM to have the data. Ie they would get to see the location improvements with time.
