Check out https://wiki.openstreetmap.org/wiki/Welcome_tool for help using the welcome tool.
I basically review each changeset the user made and provide feedback as needed, and then send the welcome message. When reviewing, just use the pull done icon to select the changeset viewer (OSMCha, achavi, OSM History Viewer or OSM Lab) you want to use. I've been using OSMCha, but the recent update isn't as nice as the prior version, to which I've notified the developer. The last step is to mark the user as welcomed. When I do get a response, either from a changeset comment or a message, I mark that the user has replied.
