Thank you for your comment! I have to say sorry to write in English, but of course everyone can answer in Japanese ;-) The design document is rather technical, and it mostly about rendering labels separate from the features in different layers as you say. I think multilingual maps is one of the interesting things OSM can provide. But it's important that mappers know about this and tag correctly. It's a discussion in many countries how to do "name:" tags correctly. In Japan many people use "name: <Kanji> (< Romaji> )", which is not 100% correct in my opinion. But we do this to get a nice map output on openstreetmap.org ;-) With support for multilingual maps it's important that mappers know about this feature and use "name:<lang>" tags correctly, I think. Then we can create much better maps.
