Maybe it should be both. The "name" is more the thing people use when they talk about an object, the "ref" is more a unique identifier in some abstract naming scheme. Could be the ref is "21234 A" for platform A of the bus stop 21234. The name would still be "Platform A" if thats whats shown on the sign. I think we have to leave this for the mappers to decide, naming and unique numbers are just too different in different PT systems.
