The western border has been aligned. I'm not in the business of making guarantees but in general I believe the error should be under 10 meters, compared to the TIGER shapefile. And yes, the shapefile has the border running a few meters to the north of the center of the Four Corners Monument, according to Bing imagery. Go figure.
