There's meetup and they also have a meetup everwhere product which is
free. TBH I'm not exactly clear on the distinction between the two other
than cost...

There is a fee to set up a group on Meetup.
I went here: http://www.meetup.com/Openstreetmap/
clicked on the "Start a new community in ..." and had a group going in
less than 30 seconds. I don't think I saw anything saying I had to pay.
