Why not just use autohotkey to define one of the keys to perform this function. I just bought an hp laptop not to long ago. It does not have an aplacation key. I simply defined the right alt to perform this function. Yes
Also if you go in to the bios you will need sighted help for this you can define the numlock state there. There are also utility programs that will perform this task for you turning off the numlock. Jaws for example has a setting that will define the state of numlock as it is started. Perhaps the window-eyes team should consider providing a app or building in to window-eyes it self a feature that will define the state of numlock when window-eyes is started.
