Within This PC, pressing the letter D should get you to the DVD drive, even though it holds no disk.

I forgot how I found this out but it is a common windows 10 error. Do a google search for "windows 10 error code: 19". You'll find an article on how to fix the error. The inaccessible software I mentioned is something called drivereasy and will find the latest drivers you need and install them for you. You may not have to use the software.
