I think that the calls being discussed here are the calls purporting to come from Microsoft, not Talks. These so-called Microsoft Technical Department calls have been happening for a number of years now.
If, indeed, you are now getting calls purporting to be from Talks then that is a new scam. They pick random phonenumbers and they call them. I used to get quite a few calls from them, but not any more. I am not sure why, but it may have something to do with the last caller.
