if you turn off mouse tracking you won't hear all of this. the tool tips only
open when the mouse is on an icon. the same with file folders if mouse tracking
is turned on and the folders are set to an icon view instead of a list or
detailed view.
the right way to turn this off permenatly is to find the folder options in a
windows screen like the computer icon list. and go to view and turn off tool
tips. then they will not speak all of this when the mouse is tracking is turned
on. or you point to an icon.
then you won't have to mess with the w e general menu and tool tips. if all of
your set files are not set to global when the w e tool tips is turned off you
will hear them again.

I get this same verbosity but only if I linger a second over the icon. Doesn't

If you have read tooltips set to off, then obviously that is not the
problem. I wonder if you have your desktop set so you only use down
arrows and all the shortcuts are in a single line? If so, you could
switch to listview and you would not get the date/time. That would be
under the view pulldown on the ribbon under folder options, if memory
serves.
