Isn't part of the point of OSM to produce a data set that _is_ machine 
readable?  I consider lack of machine readability to be a real problem.

I think the context is only "obvious" to those who have been dealing with 
the structure of the OSM data set for some time.

I have said the source of that context can be extremely ambiguous.  This 
is not the same as removing context - it is simply that you can't 
necessarilly identify the context.  This is a problem.
