The newbie - who usually assumes that there is a simple and straightforward answer to the simple question "how to I tag a footway" - becomes confused - and frustrated that such a basic thing is unsolved and not looking like it's going to be solved one of these years. The major contractiory interpretations of the tags around this topic are all "documented" in the wiki in contradictory ways. Not even close. The discussion has been going around in circles since I first thought there had to be a simple answer to a simple question.
