The same is true for cc-by: No major company said 'if you switch to cc-by then we will use it'. Or do you have any evidence? In the majority of the cases for major companies it doesn't matter for companies if it is cc-by-sa or cc-by. To date all major companies are using Navteq, TeleAtlas or Google maps and they CANNOT CHANGE DATA AT ALL. This means they are just "consuming" it and therefore it doesn't make a difference if it cc-by-sa or cc-by. It is because of other reasons that major companies are not using OSM.
