And a "very prominent" popup on www.openstreetmap.org saying that the phase 4 has begun - An entry in http://www.openstreetmap.org/copyright or something. I myself was not surprised that i was not able to upload my survey gathered on the weekend - i just had a small glance at the date to get known the first post-openstreetmap day ....
