Good question. OSM is using Creative Commons Attribution-ShareAlike 2.0 license.http://creativecommons.org/licenses/by-sa/2.0/ it says: A new version of this license is available. You should use it for new works, and you may want to relicense existing works under it. No works are automatically put under the new license, however. Now, even if the work is not relicensed automatically, it should be compatible. so if the new contribution is under 4.0, it can use data from 2.0. see also : http://wiki.creativecommons.org/Frequently_Asked_Questions All of the ShareAlike licenses starting from version 2.0 are compatible with future versions of the ShareAlike licenses. If you want to make an adaptation using a photograph that is licensed under a BY-SA 2.0 license, you can apply BY-SA 3.0 to the adaptation. The licenses are not backward compatible, however. You cannot create an adaptation of a work licensed under BY-SA 3.0 and license the derivative under BY-SA 2.0.
