Could you please just stop talk about that? Decision is *already* made and that's it. It is not only impractical, it is too late to turn back now. Most of data will be preserved. Some of data will be recollected and/or redrawn. ODbL has issues for sure, but it is more clear about factual data used in OSM, and it has several advantages over CC, especially in republishing area. So it is done deal. If you don't like it, fine, no one holds you here.
