Good starting point for such an application seems to be the Amenity Editor: http://wiki.openstreetmap.org/wiki/Amenity_Editor
In the moment it's difficult to select and editing nodes cities for large area. Only way I see is to use overpass API with a more or less cryptical URL[1] and adding a new name-tag is not so simple as it could be. So a simple to use webservice could involve more people.
