The most immediate use I see is for the original changeset author, to amend a comment that was empty, lacking or wrong. Maybe at another contributor's request. I sometimes PM to ask "are you sure about that changeset ?"; the new feature allows this discussoon to happen in public where it belongs. It might nice to be able to "CC" somebody when commenting, as an easy to notify the DWG for example.
