I hope to use changeset discussions to publicly thanks new mappers in my area as a way to encourage them. We have many communication tools at our disposal, lists, fora, PM, social media, local meetings. Such diversity of channels allows subtleties of application. :-) The potential risks are dilution of messages, and (over-)repetition across channels. So we'll want to watch that.
I think changeset discussions might be as instantly-useful as Mikel's addition of the map of changeset bounding boxes.
