IMHO the name tag should reflect what's on the ground. The Belgians do this for names in the capital Brussels: name=Bruxelles - Brussel for the name of the city or name=Rue de la Montagne - Bergstraat for a streetname. The same way, if Abergavenny is referred to on street signs as Abergavenny / Y Fenni, its name should be "Abergavenny / Y Fenni".
name is the official (local) name, name:ru is the name when you want to make a map in russian and can be used in Nominatim to search for a place.
