You'd have thought so, but a project maintainer closed exactly that issue at https://github.com/gravitystorm/openstreetmap-carto/issues/181 back in 2014. Unfortunately it's not the only example where the "standard" map takes "unusual" rendering decisions. Put bluntly, if it doesn't work for you, use a different map. Personally, I gave up using it about 3 years ago because it was no longer fit for purpose, at least for me.
