do You really think, Ritlabs will *not* release build to betatesters, if it
is ready for release? Just do not read too much conspiration theories.

You are still do not understand it - there are "no" IMAP fixes, there is
completely new code for IMAP and big part of existing code must be
rewritten to support new IMAP code, this is major task and there is
not possible to release working build with this bugfix and old code,
because merging already started.
