When I am collecting messages using the Message Dispatcher, about 1 time in 5, my Bat hangs. Let's say I get the information that I have 5 messages. I mark the ones I want to receive and those I want to delete. Then I click the Start Transfer button, and that's when TB hangs. I get a message "Waiting for the dispatcher", but the dispatcher never starts. This has been going on for the last several releases, including all of the CEs.
