Well,
1. not developers, but me.
2. sorry, but I really don't understand what to discuss about
a  bug?  I  can  discuss  it with developer who knows internal program
structure and I do it, but...
3. bug-track gives more possibilites to discuss bugs

Don't think first is the reason of second.

If  somebody  reports then bug exists :) Most of testers are qualified
enough to describe steps to reproduce it without request of developer.

We returned to the starting point :( Nobody ignores beta testers, but,
again  if  it  is  widespread bug do you need developers' confirmation
that  it  is  a  bug?  And if it random - why to discuss it in list if
nobody can not confirm it?

Heh, the developer is first who wants bug to be fixed.
