I'm working on a theory that it's an RC4 bug affecting 19-in monitors (Gleason's and Charlene's). My own monitor is a 17-in. flat-screen, and, just as with you, the Mail Ticker works like a charm, flawlessly. If you have a 19-in. monitor, that will, of course blow my speculative theory out of the water.
