I agree in so far as that an option given isn't working when it really
aught to be working.

As an option that's explicitly enabled? I see no problem with that.

I, and I think, Paul, are referring to apps that silently delete
personal files during an uninstall process ... no confirmation ... no
prompt.

I don't disapprove personally. It's a separate option that the person
doing the uninstall has to enable after consideration. That's very
different from deletion that occurs without user intervention.
