it means that (when it's ticked) attachments won't be added to the
message untill it is actually being sent.
If you create & send immediately, there's no difference in usage.
however, if you start on a mail today, attach the file, keep it as
draft, edit the file you attached tomorrow & send the mail then, the
mail will have the edited version off the attachment, whereas if the
box was unchecked, it would have got yesterdays version (before the
last edit...)

This is a great feature if you need to update some files over
different pc's:
You create 1 mail, attach the files & store it in some folder.
Every time you need the files updated, you send the mail again
:-)
