So that part of the template should look like:
From: %FromName <%FromAddr>
To: %ToName <%ToAddr>
%If:"%OCCList"<>"":" CC: %OCCList
":""%-
Date: %ODateEn %OTimeLongEn
Subject: %Subj
Folder: %FolderName/%AccountName
(and here I have adjusted spacing somewhat to match what you already
have - you might need to adjust it further before the bit that says
'CC: %OCCList')
I am not sure why I have the %OCCList macro, but it works for me here.
The alternative is the %CCList macro which should also work.
