This may help. When I hit the "Reply" button, the window then opens
with the cursor well to the *bottom* of the message (which is strange
indeed, in my opinion) -- so you have to scroll back up to get to the
part(s) you want to delete.
Then after deleting a good chunk of the message (yours, for example),
the cursor is left at the bottom of the message again, but the scroll
bars have now disappeared.
I deleted everything between "...what's your version?" to "JA> ----End
MaXxX's Message----" and it happened again.
Only by continued effort, with the scroll wheel on the mouse, can I get
back up to the right spot, with the scroll bars magically appearing
again.
I think it has something to do with why the cursor runs to the bottom
of the message upon hitting the "Reply" button.

Yep, that sounds pretty much like what's happening to me.
It takes the up-arrow or scroll wheel to get there.
