Yes: quotation marks shouldn't be treated as special characters,
because the real name of an email address is often surrounded by them.

For example, it might be unusual that % is the first character of a
real name or an email address (maybe even forbidden?). So, enclosing
text in %....% instead of "...." for case-sensitive, would be an idea.
