Agreed, though it seems a pretty common practice to me. (E.g., IIRC,
deja.com's power search also use quotation marks for case-sensitive
match.)
Making such change would also require converting old filter file
(the .srx files) format automatically, and possibly a new file
format. At least a version info has to be included so newer versions
of TB would know whether to convert the filter file or not.
